If you have any damaged small cylinder from a home refrigerator, take it to the welder so that it can be split into four pieces, the splitting should be one transverse cut and one longitudinal cut to create a U-shape half cup which will be four pieces, these cups are what you need. Tell the welder how you want them to be fixed at the door padlocks.
If the anchors in your shop door are up to four, then you will need to use all of them but if not; you will use the number in your door and sell the remaining pieces to another person who would need them for their own shop.
